The number attached to a package is a ceiling set by the free zone's own rules for that office type, not something negotiated per company. A flexi-desk sitting at the low end of the 1–3 range and a physical office at 3–6 or more are priced and licensed differently from the outset, and moving from one tier to the other later means upgrading the package, not just paying for another visa.
Extra visas beyond the package allocation are usually available for a per-visa fee, but only up to whatever ceiling the zone sets for that office type — it is not unlimited even with additional payment. If you know your hiring plan for the first year, matching the package to that number up front is cheaper than starting on the smallest package and upgrading once the quota runs out.
