The order matters because each stamp certifies the one before it, not the document itself. A UAE Embassy will not attest a certificate that has not already cleared the home-country apostille, and MOFAIC will not touch one that skipped the embassy step. If you discover a gap once you are already in Dubai, you cannot simply visit MOFAIC and ask them to fill it — the missing link has to come from the country of issue, usually through a family member or courier rather than a trip back yourself.
Where the AED 200–1,500 range lands depends less on the document than on how quickly you need it and which country issued it — some embassies process attestation requests quickly, others batch them and treat a return visit as a new fee. If an attestation agent quotes a flat number for the whole chain, ask what happens if one stage is rejected and needs resubmitting, since a flat quote struck before that risk is known tends not to survive it.
