Smoking and Vaping in Dubai: The Complete Legal Picture

Dubai's smoking rules are stricter than many expats and tourists expect — but not as restrictive as some fear. Cigarette smoking is permitted in clearly designated areas; vaping has been legal since April 2019 with approved devices; shisha is deeply embedded in Dubai culture and widely available at licensed venues.

However, the UAE has absolute prohibitions on certain substances: snus (oral tobacco pouches), cannabis in any form, and non-approved vaping products. These are treated very seriously and can result in arrest. This guide covers everything you need to know.

Absolute bans — no exceptions

Snus and oral tobacco pouches: completely banned — criminal offence. Cannabis and CBD with any trace of THC: completely banned. Non-TRA-approved vaping devices brought from abroad: seizable at customs. None of these have exemptions for tourists, medical use, or personal quantities.

Sharjah has zero tolerance for smoking

Sharjah operates a complete public smoking ban stricter than any other emirate. Smoking is prohibited in all public spaces including outdoor restaurant areas. Many residents cross into Dubai or Ajman for shisha and outdoor dining. If you live in Sharjah, be aware the rules are significantly different from Dubai.

5 Steps: Buying Tobacco and Vape Legally in Dubai

    Purchase from authorised licensed retailers only

    All tobacco products (cigarettes, vaping devices, liquids) must be purchased from licensed UAE retailers: hypermarkets (Carrefour, LuLu, Spinneys), petrol stations, licensed tobacco shops, and duty-free (Dubai International Airport, Al Maktoum Airport). Vape devices sold by licensed retailers carry TRA (Telecommunications & Digital Government Regulatory Authority) and Emirates Authority for Standardization approval stickers. Purchasing from unlicensed street sellers or smuggled sources is illegal.

    Check vape devices carry TRA/ESMA approval marking

    Since vapes were legalised in April 2019, only TRA-approved and ESMA-standard-compliant devices and liquids may be sold legally. Approved products have visible UAE certification marks on packaging. Non-approved devices (popular foreign brands smuggled in) may be seized at airports or customs.     Arriving travellers may bring in up to 4 cartons (800 cigarettes) duty-free through Dubai International Airport. The impact of the 100% tobacco excise tax

The UAE implemented a 100% federal excise tax on tobacco products in October 2017 and on vaping liquids/devices in December 2019. A pack of Marlboro that cost AED 8–10 before the tax now retails at AED 22–28. The tax applies to all nicotine products at the manufacturing/import stage. There is no grey-market avoidance route — all legal products carry the tax in retail prices.

Shisha: The Dubai-Specific Culture

Shisha (hookah/waterpipe) is an integral part of Dubai's social culture, particularly in the Gulf Arabic and South Asian community. Licensed shisha cafes operate under Dubai Municipality (DM) regulation with strict requirements: health warnings displayed, adult-only (18+), extraction ventilation, and tobacco product sourcing from approved suppliers.

Popular shisha tobacco brands in Dubai: Al Fakher (UAE-produced, market leader), Starbuzz (flavoured premium), Mazaya (Jordan), Nakhla (Egypt). Most cafes offer 50+ flavour options. A typical session (1 hour, one shisha head) costs AED 65–120 including service.

No shisha during Ramadan daytime

Shisha cafes do not serve during daylight hours in Ramadan (sunrise to sunset). Even at licensed hotel venues, shisha service suspends during daytime Ramadan fasting hours. After Iftar (sunset meal) service resumes as normal. This applies equally to tourists and non-Muslim residents.

Critical Warnings

Never bring cannabis — even trace amounts in luggage

Cannabis in any form — leaf, resin, oil, edibles, THC vape cartridges — is completely illegal in the UAE. Even clothing or bags that have been in contact with cannabis (detected by airport drug dogs or trace detectors) can result in arrest. There is no allowance for foreign medical prescriptions. Post-2022 reforms mean first-offence small possession with medical evidence may now avoid imprisonment, but the substance will be seized and charges may still be filed. Do not take the risk.

Snus and tobacco pouches = criminal charge

Snus, Lyft, Zyn, and all similar oral tobacco or nicotine pouch products are prohibited under UAE narcotics-equivalent legislation. Possession at the airport or in UAE territory can result in arrest and prosecution. Even bringing one or two pouches "for personal use" is not treated as a minor infraction.

Pack vape devices in carry-on, not checked luggage

Lithium battery regulations (IATA/ICAO) require all vaping devices and e-cigarettes to travel in carry-on baggage only. Vape devices in checked luggage can be confiscated by airline staff worldwide. This is an aviation safety rule, not UAE-specific, but applies equally on all flights to and from Dubai.

Littering cigarette butts — AED 500 fine

Throwing cigarette butts on the ground (parks, pavements, parking lots, beaches) is a littering offence in Dubai carrying an AED 500 on-the-spot fine. Dubai Municipality enforcement officers actively patrol popular areas. Use ashtrays or designated bins.
