The licence and the venue are two separate permissions that people conflate. Holding a personal alcohol licence lets you buy from an off-licence to drink at home; it says nothing about drinking in a park, on a beach, or on the street, which stays illegal regardless of whether you are licensed. The licence governs purchase and private consumption, not public conduct.
Because public drunkenness is enforced as a separate offence from where the alcohol was consumed, leaving a licensed bar visibly intoxicated and walking to a taxi can itself become the problem, independent of anything you did inside. Dubai Police and the MMI app issue the licences, but policing public behaviour afterwards is a different matter entirely — discretion between the bar door and your front door is what actually matters.
