This is not medical advice
Fertility care is highly individual and the UAE regulatory framework (Federal Decree-Law 7/2019) governs what treatments are legally available to whom. This guide explains the landscape; it does not replace consultation with a DHA-licensed fertility specialist. Always verify the latest clinic protocols, success-rate disclosures, and your own eligibility with a qualified physician before making decisions.
Overview: Fertility Treatment in the UAE
The UAE has a well-developed fertility sector with internationally trained specialists and cutting-edge laboratory technology. Dubai and Abu Dhabi host more than a dozen licensed fertility clinics, and many expat couples successfully complete IVF treatment locally. However, the UAE regulatory framework is significantly more restrictive than most Western countries, and understanding the rules before beginning treatment is essential.
Treatment is governed primarily by Federal Decree-Law No. 7 of 2019 on Medically Assisted Reproduction, with subsequent ministerial guidance from the Ministry of Health and Prevention (MOHAP), the Dubai Health Authority (DHA), and the Department of Health Abu Dhabi (DOH). Key points: treatment is available to married couples only, using their own biological gametes, and surrogacy is a criminal offence.
Marriage Certificate Required
UAE Legal Framework for Fertility Treatment
Federal Decree-Law No. 7/2019 — Medically Assisted Reproduction Act is the primary legislation governing IVF and related procedures across all UAE emirates. Key provisions:
- Eligibility: Treatment available to legally married heterosexual couples only. Both partners must be alive and consenting.
- Own gametes only: Both sperm and eggs must come from the married couple. Donor sperm, donor eggs, and embryo donation are prohibited.
- Surrogacy: Absolutely prohibited and classified as a criminal offence — this applies to both UAE nationals and expatriates.
- Embryo freezing: Permitted for up to 5 years; extensions possible with written application and medical justification; both spouses must consent.
- PGT (preimplantation genetic testing): Permitted for legitimate medical reasons — chromosomal screening (PGT-A) and specific genetic disease screening (PGT-M) are available.
- Sex selection: Not permitted for social reasons; only allowed to avoid a serious sex-linked genetic disease.
- Maximum embryo transfer: Generally limited to avoid high-order multiple pregnancies; clinics typically transfer 1–2 embryos.
The 2022 Federal Decree No. 41/2022 on Personal Status introduced a civil personal status option for non-Muslim expatriates, primarily affecting divorce, custody, and inheritance matters. It does not change fertility treatment eligibility rules.

Who Can Access Fertility Treatment in Dubai?
Eligibility in the UAE is straightforwardly defined by law. The table below summarises who can and cannot access treatment:
| Patient Type | Eligible? | Notes |
|---|---|---|
| Married heterosexual couple (own gametes) | Yes | Must present valid marriage certificate; both partners must consent |
| Married couple (requires donor gametes) | No — for treatment in UAE | Must travel abroad for donor-assisted treatment |
| Unmarried couple / cohabiting | No | Marriage certificate is mandatory; no exceptions |
| Single women | No | Not eligible under UAE law; egg freezing for elective use is also restricted |
| Same-sex couples | No | Not legally recognised in UAE |
| Widowed women (using frozen embryos) | No | Deceased spouse cannot consent; embryos cannot be used |
| Post-divorce (existing frozen embryos) | No | Embryos require both spouses' consent in a valid marriage |
The IVF Cycle: 8 Steps in Dubai
A full IVF cycle from initial consultation to pregnancy test takes approximately 6–10 weeks. Here is what to expect at each stage of treatment at a licensed Dubai fertility clinic.
- 1
Initial consultation + diagnostic workup
Both partners attend an initial consultation with a fertility specialist. The workup includes: bloodwork (hormone panel, CBC, infectious disease screening), Anti-Müllerian Hormone (AMH) and FSH levels to assess ovarian reserve, semen analysis (volume, motility, morphology, count), pelvic ultrasound (antral follicle count), and hysteroscopy if indicated by history or anatomy. This workup takes 1–2 menstrual cycles to complete and is the foundation of your personalised protocol.Cost: AED 3,000–8,000Time: 4–8 weeks - 2
Protocol design and pre-stimulation preparation
Your fertility specialist designs a stimulation protocol based on your AMH, age, and response history (if applicable). Medications are prescribed — typically gonadotropin injections (FSH/LH). You will be trained to self-administer injections. Baseline blood tests and ultrasound are done on Day 2–3 of your cycle to confirm readiness to begin stimulation.Cost: Included in cycle feeTime: 1–2 weeks - 3
Ovarian stimulation with monitoring
Self-administered daily hormone injections for 8–14 days stimulate multiple follicles to grow simultaneously. Monitoring visits every 2–3 days (blood tests + transvaginal ultrasound) track follicle development. The clinic adjusts medication doses based on response. At the right time, a 'trigger shot' (hCG or GnRH agonist) is given to mature the eggs. This is the most physically demanding phase.Cost: Medications AED 8,000–20,000 (separate from cycle fee)Time: 8–14 days - 4
Egg retrieval (oocyte pickup)
Under light sedation (conscious sedation or general anaesthetic), the embryologist retrieves mature eggs from follicles using a fine transvaginal needle guided by ultrasound. Typically performed as a day procedure — you go home the same day. Recovery is 24–48 hours of mild discomfort. The number of eggs retrieved varies; the average is 8–15 in a good-responder cycle.Cost: Included in cycle feeTime: 30–45 minute procedure; Day 14 of stimulation - 5
Fertilisation and embryo development
Retrieved eggs are fertilised using your partner's sperm on the same day. Standard IVF places eggs and sperm together; ICSI (Intracytoplasmic Sperm Injection) injects a single sperm directly into each egg — used where sperm quality is compromised. Fertilised embryos are cultured in the laboratory for 3–5 days to reach blastocyst stage. Typically 50–70% of retrieved eggs fertilise successfully; 30–50% of fertilised eggs reach blastocyst.Cost: Included in cycle feeTime: Days 0–5 post-retrieval - 6
Preimplantation Genetic Testing (PGT) — optional
PGT-A (for chromosomal abnormalities) or PGT-M (for specific genetic conditions) can be performed on Day 5–6 blastocysts before transfer. UAE regulations allow PGT for legitimate medical reasons. A small biopsy is taken from each embryo; genetic analysis takes 1–2 weeks. PGT significantly improves transfer success rates by identifying chromosomally normal embryos, particularly important for women over 37 or those with recurrent miscarriage.Cost: AED 8,000–18,000 additionalTime: 7–14 days for results - 7
Embryo transfer
A fresh or frozen embryo is placed into the uterus using a thin catheter under ultrasound guidance. The procedure is painless and takes about 10–15 minutes — no anaesthesia needed. After transfer, you rest briefly before going home. The 'two-week wait' (2WW) begins: no heavy exercise, no alcohol; continue progesterone support medications. Emotional support during this period is critical.Cost: Included in cycle feeTime: Day 17–20 of cycle (fresh) or planned frozen cycle - 8
Pregnancy test and follow-up
A blood hCG test is performed 10–14 days after embryo transfer. A positive result triggers confirmatory ultrasound at 6–7 weeks to confirm fetal heartbeat. Your fertility clinic typically manages care until 8–12 weeks before handing over to an obstetrician. If the cycle is unsuccessful, your specialist reviews the cycle and discusses the next steps — whether to try again, modify the protocol, or consider further investigation.Cost: AED 500–1,500 monitoringTime: 2 weeks post-transfer
Once a positive result is confirmed and care transfers to an obstetrician, our maternity guide for Dubai covers antenatal packages, hospital selection, and delivery costs in full — as well as what maternity care in Dubai looks like at each stage of pregnancy.
IVF Success Rates: What to Expect
Success rates in IVF are typically expressed as live birth rate per embryo transfer — the most clinically meaningful metric. The single most important variable is the woman's age and ovarian reserve.
| Age Group | Live Birth Rate / Transfer | Notes |
|---|---|---|
| Under 35 | ~45–55% | Best prognosis; strong ovarian reserve typical |
| 35–37 years | ~35–45% | Slightly declining reserve; PGT-A increases success |
| 38–40 years | ~25–35% | Higher aneuploidy rate; PGT-A strongly recommended |
| 41–42 years | ~12–20% | Lower reserve and quality; cumulative rates over multiple cycles improve outcomes |
| Over 42 years | <10% | Own-egg IVF challenging; donor egg (abroad) may be discussed |
Success Rates Depend on Many Factors

IVF in UAE vs Medical Tourism Abroad
Many couples in Dubai face a crossroads: proceed with IVF locally (convenient but expensive and restricted) or travel abroad (donor available, cheaper, but requires multiple trips and no insurance coverage). The comparison below focuses on the three most popular destination countries for UAE-based couples.
IVF in UAE — Pros & Cons
IVF in UAE — Advantages
- No travel required — treatment fits around working life in Dubai
- DHA / DOH-licensed clinics with international-quality laboratories
- Continuity of care — same clinic for ongoing monitoring and pregnancies
- English-speaking staff at all major fertility centres
- Proximity to hospital for any complications
- Insurance coverage possible with Daman Premier or AXA Premier plans
- Strong peer community among Dubai expats who have used local clinics
IVF in UAE — Limitations
- Donor gametes completely unavailable — couples needing donor must travel abroad
- Surrogacy illegal — criminal offence in UAE
- Higher cost per cycle than Cyprus or Greece by 20–40%
- Strict eligibility: married couples with valid marriage certificate only
- Single women and same-sex couples cannot receive treatment
- Waiting times at top clinics can be 4–8 weeks for first consultation
Medical Tourism Abroad — Pros & Cons
Medical Tourism — Advantages
- Donor egg and donor sperm available in Cyprus, Greece, Spain
- Typically 20–40% cheaper per cycle than UAE (before travel costs)
- Regulatory framework allows broader range of treatment pathways
- Cyprus particularly accessible from Dubai — direct flights, English-speaking
- Higher success rates when donor eggs are used (improves age-related outcomes)
- Some clinics offer frozen embryo storage in destination country
Medical Tourism — Disadvantages
- Travel cost (flights, accommodation, leave from work) adds AED 8,000–20,000 per trip
- Multiple trips typically required (workup, retrieval, transfer)
- No UAE insurance coverage outside the country
- Continuity of care disrupted — monitoring must be coordinated between two countries
- Emotional strain of combining travel with already stressful fertility treatment
- Legal parentage and visa implications for donor-conceived children returning to UAE
Top-Tier vs Mid-Tier Fertility Clinics
Dubai's fertility clinics range from internationally branded centres (Bourn Hall, American Hospital) to smaller DHA-licensed boutique clinics. Both tiers use modern IVF technology — the question is whether the premium is justified for your situation.
Top-Tier Clinic — What You Gain
- Cutting-edge technology: EmbryoScope time-lapse culture, ERA (Endometrial Receptivity Analysis), advanced PGT
- Board-certified reproductive endocrinologists with international training
- Lower error rates in embryology laboratory
- More comprehensive support services (counselling, nutritional advice)
- Higher published success rates with better audit trails
Top-Tier Clinic — What You Pay
- AED 10,000–20,000 more expensive per cycle vs mid-tier clinics
- Longer wait times for first appointments
- Technology advantage may not be clinically significant in straightforward cases
- Premium pricing does not guarantee a baby — success rates vary by individual factors
Embryo Freezing in Dubai
Vitrification (rapid-freeze embryo storage) is widely available at all major Dubai fertility clinics and is legally permitted for up to 5 years under UAE law. Freezing is strongly recommended when more quality embryos are created than will be transferred in the fresh cycle — avoiding the need for a full repeat stimulation cycle if the first transfer is unsuccessful.
- Vitrification fee: AED 3,000–6,000 (one-time; covers a batch of embryos)
- Annual storage fee: AED 3,000–6,000 per year
- Maximum storage: 5 years (extendable with written justification)
- Frozen embryo transfer (FET) cycle: AED 8,000–15,000 (significantly cheaper than a full IVF cycle)
- Both spouses must consent in writing to any use or destruction of frozen embryos
- In the event of death or divorce, the embryos cannot be used by the surviving/divorced spouse
Frozen Transfers Often Preferred
