Pros and cons: visiting and moving to Dubai as a South African

Advantages for South Africans

  • Free 30-day visa on arrival — no advance application, no cost, no admin
  • UAE is completely tax-free on income — zero income tax versus South Africa's rates up to 45%
  • Cessation of Tax Residency (CTR) gives legal SARS exit route for full-time Dubai residents
  • Safety — Dubai crime rate extremely low vs South Africa; many SA expats cite this as top benefit
  • Strong South African expat community in Dubai — rugby clubs, braai groups, SA restaurants
  • Direct flights Johannesburg (JNB)–Dubai (DXB): Emirates, South African Airways, flydubai — approx 8–9 hours
  • Driving licence direct exchange if done within 1 year of UAE residency — no test required
  • Familiar English-speaking professional environment in Dubai's international business community
  • AED pegged to USD — ZAR–AED exchange is volatile but predictable direction for long-term savers
  • Section 10(1)(o)(ii) exemption allows SA tax residents to exempt up to ZAR 1.25M foreign income

Challenges and considerations

  • ZAR has weakened significantly — Dubai costs are increasingly high in ZAR terms
  • SARS taxes South African tax residents on global income — formal CTR process required to exit SA tax net
  • Exit tax (CGT trigger on deemed disposal) applies on leaving SA tax residency with significant assets
  • Financial emigration (replaced by CTR in 2021) legacy: offshore investments and retirement funds have specific rules
  • Dubai cost of living (rent, schooling) is high — careful financial planning required
  • Distance from family and the South African social fabric for full-time Dubai residents
  • Load shedding issues no longer apply to Dubai residents — but adjustment to UAE infrastructure differs
  • South African qualifications may need additional attestation for some UAE professional roles

SARS tax for South Africans in Dubai

Moving to Dubai does not automatically end your South African Revenue Service (SARS) tax obligations. South Africa taxes tax residents on their worldwide income. There are several frameworks South Africans in Dubai must understand:

SARS taxes worldwide income until you formally cease SA tax residency

Simply living in Dubai does not make you a non-resident for SARS purposes. You must complete the Cessation of Tax Residency (CTR) process or qualify under another exemption. Failing to inform SARS of your departure and continuing to earn income without proper structuring can result in significant back-tax liability. Take specialist advice from a SARS-qualified tax practitioner with UAE experience.
  • Cessation of Tax Residency (CTR): The formal process to exit the SA tax net. Triggers deemed disposal (exit CGT) on worldwide assets. Once approved, your Dubai earnings are no longer taxable by SARS. SA-sourced income (property rental, SA dividends) may still be taxable.
  • Section 10(1)(o)(ii): If you remain SA tax resident but work outside SA for 183+ days per year (including 60 consecutive), you can exempt up to ZAR 1.25M of foreign employment income from SA tax. Income above ZAR 1.25M is taxed in SA at normal rates.
  • Exit tax on financial emigration / CTR: Deemed disposal triggers CGT on worldwide assets at market value on departure. Include retirement funds, investments, shares, and other significant holdings in your exit tax calculation.
