Moving to Dubai with a pet is entirely feasible but requires careful preparation — the UAE has strict import requirements and the process must be started several months before your departure date. Get this right and your pet arrives without issue. Get it wrong and you face quarantine, rejection at the border, or significant additional costs.
Core Import Requirements
- Microchip: ISO 11784/11785 standard 15-digit microchip implanted before rabies vaccination; required for all dogs and cats
- Rabies vaccination: Must be given at least 30 days before travel and must not have expired; annual boosters required
- Other vaccinations: Dogs require Distemper, Parvovirus, and Hepatitis vaccines; cats require Feline Herpesvirus, Calicivirus, and Panleucopaenia
- Health certificate: Issued by a licensed vet in your home country within 10 days of travel; must be endorsed by the relevant government authority (USDA, APHA, etc.)
- MOCCAE import permit: Apply at least 48 hours before travel at moccae.gov.ae; fee approximately AED 200; required for all pets entering the UAE
- Rabies titer test: Required for pets from certain higher-risk countries (varies by classification); must be done 90+ days before travel at an approved lab

Airline Pet Policies
Not all airlines permit pets, and policies vary significantly:
- Emirates: Does not allow pets in the cabin; accepts pets as manifest cargo; can be booked through Emirates SkyCargo
- Etihad: Similar to Emirates — cargo only for UAE-bound flights; pets accepted in cabin on some other routes
- British Airways: Pets as manifest cargo (excess baggage) on some routes
- Smaller airlines / private cargo: Dedicated pet freight specialists (PetAir, IAG Cargo) offer door-to-door service including documentation support; typically AED 3,000–8,000
Arrival and Quarantine
Pets that meet all requirements typically clear customs at Dubai Airport within 30–90 minutes with no quarantine. A MOCCAE inspector checks all documentation. If documentation is incomplete, your pet may be held at the airport facility (at your cost, AED 150–200/day) until paperwork is resolved. Quarantine (7–30 days at a government facility) is imposed if rabies vaccination requirements are not met.
Pet Registration in Dubai
All dogs and cats in Dubai must be registered with Dubai Municipality within 30 days of arrival:
- Apply at any Dubai Municipality Customer Happiness Centre or through the Dubai Rest app
- Annual registration fee: AED 50 per pet
- Dogs must be microchipped and vaccinated to register
- Unregistered pets and off-leash dogs in public areas can result in fines of AED 500–1,000
Pet-Friendly Neighbourhoods and Facilities
- JLT (Jumeirah Lake Towers): Most dog-friendly neighbourhood; large park areas around the lakes; popular with dog owners
- Arabian Ranches and Jumeirah Village Circle: Villa communities with gardens; quiet streets for walking
- Dubai Hills Park: Large green park with walking trails; dogs on leads permitted
- Best vets: The Veterinary Hospital (JLT), Modern Veterinary Clinic (Jumeirah), and German Veterinary Clinic (multiple locations) are consistently well-reviewed
Breed Restrictions
The UAE prohibits the import of certain breeds considered dangerous: Pit Bull Terriers, American Staffordshire Terriers, Rottweilers, and several others. If your dog is of a restricted breed or a mixed breed that may be classified as such, contact MOCCAE directly before making any travel plans.
Summer Safety
Dubai's summer (June–September) is genuinely dangerous for pets. Pavement temperatures exceed 65°C in direct sun — enough to cause severe paw burns within seconds. Walk dogs only in early morning (before 7am) or after 9pm from June through September. Never leave pets in a parked car, even with windows cracked — interior temperatures can reach 70°C within minutes.
