The 2024 Reform: Dubai's Alcohol License Is Now Free

In a significant 2024 policy change, Dubai abolished the AED 270 annual fee for personal alcohol licenses. Both MMI (Maritime & Mercantile International) and African+Eastern — the two licensed off-trade alcohol retailers in Dubai — now issue personal licenses at zero cost to eligible UAE residents. The license is required to purchase alcohol from off-trade bottle shops for home consumption. It is not required to drink at licensed bars, restaurants, hotels, or any other licensed venue — visitors and residents alike can drink freely at such venues without any personal license.

Who needs an alcohol license?

UAE residents who want to purchase alcohol from MMI or African+Eastern retail stores for home use. Tourists, and anyone drinking only at licensed venues, do not need a personal license.

Eligibility Requirements

To obtain a Dubai alcohol license you must meet all three criteria:

  • Age: 21 years or older
  • Religion: Non-Muslim. The UAE respects Islamic principles — Muslim residents are not eligible for an alcohol license regardless of nationality.
  • Residency: UAE resident with a valid Emirates ID and a residential tenancy contract (Ejari)

Tourists cannot apply

Tourists on visit or tourist visas are not eligible for a personal alcohol license. This does not prevent tourists from drinking — any licensed bar or restaurant in Dubai welcomes tourists without any license requirement. How to Get Your Alcohol License — Step by Step

    Check eligibility

    You must be 21 or older, non-Muslim, and a UAE resident with a valid Emirates ID. Tourists cannot obtain a personal alcohol license — however tourists can drink freely at any licensed bar, restaurant, or hotel without any personal license at all.

    Gather your documents

    You need: your original passport (plus a copy), your Emirates ID, and a tenancy contract (Ejari) showing your UAE residential address. Some applicants also bring their latest payslip, though this is no longer strictly required since the 2024 reforms.

    Visit an MMI or African+Eastern store

    Walk into any MMI (Maritime & Mercantile International) or African+Eastern retail store with your documents. Both chains issue licenses on the spot. Major MMI locations include Ibn Battuta Mall, Mercato Mall, Town Centre Jumeirah, and Festival City. African+Eastern has stores in Jumeirah, Karama, and several other neighbourhoods.     Complete the application

    The store staff will process your application using their system. Since the 2024 reform, the license is completely free — there is no AED 270 fee that previously applied. You will be photographed and your details entered into the system. The license is typically issued digitally and linked to your Emirates ID.

    Receive your license and start shopping

    Your license is valid for one year and linked to your Emirates ID. Present your Emirates ID when shopping at MMI or African+Eastern to activate the automatic 30% bottle-shop discount. The discount applies across the majority of their product range. Renew annually — the renewal process is equally quick and free.

The 30% license discount applies automatically when you show your Emirates ID at checkout in MMI or African+Eastern stores. Without a license, you are legally barred from purchasing — not simply charged full price.

Pricing at MMI and African+Eastern is government-regulated — both charge identical prices across their product ranges. There is no price advantage to choosing one over the other. Selection may differ slightly by location; MMI tends to have larger stores in major malls.

Buy for home to save significantly

A bottle of mid-range wine at MMI costs AED 90–200. The same wine at a restaurant may be AED 200–400. Hosting at home using off-trade purchases offers significant savings — the license discount amplifies this further.

Critical Rules — Read Before You Drink

Zero tolerance for drink-driving

Any detectable alcohol in your blood while operating a vehicle is a criminal offence. Penalties: AED 20,000–30,000 fine, vehicle confiscation, potential imprisonment, and deportation for expatriates. There is no minimum permitted level — even one drink can result in prosecution.

Drinking in public is illegal

Drinking alcohol in any public space — beaches, parks, streets, rooftops without venue licensing, or in parked cars — is a criminal offence. Alcohol consumption is only permitted at licensed venues or in private residences. A beach party with alcohol will result in arrest.

No open containers in vehicles

You may transport sealed, purchased alcohol in your vehicle. Open containers are illegal. Never have a drink within reach of the driver, and never transport alcohol in a way that could indicate consumption while driving.

Ramadan public conduct

During Ramadan, eating, drinking (including water and alcohol), and smoking in public during daylight hours is prohibited for all residents and visitors — not just Muslims. This applies everywhere outside licensed venues and private homes.

Getting a Personal License vs Not Bothering

Since the license is now free, the question is whether the administrative effort is worth it for your drinking habits.

  • Cannot be obtained by tourists or non-residents
  • If you drink very rarely, the administrative effort may outweigh the occasional savings

Verdict: just get it

Since the license is free and takes 30 minutes at any MMI or African+Eastern store, the 30% discount alone makes it worthwhile for anyone who purchases even occasionally from retail stores. The only reason to skip it is if you exclusively drink at bars and restaurants and never buy alcohol for home use.

Airport Duty-Free Allowance

UAE residents and tourists arriving at Dubai International Airport can bring in up to 4 litres of alcohol duty-free per person. The allowance applies to those aged 18 or over (note this is a lower age than the 21-year minimum for the resident license). The 4-litre allowance covers any combination of wine, spirits, or beer by volume.

This is in addition to any off-trade purchases made in Dubai. Buying alcohol at international duty-free stores before flying into Dubai is a legitimate and popular way to stock your home bar — duty-free prices are typically 40–60% lower than Dubai retail.

Duty-free does not require a license

Bringing alcohol through airport duty-free is separate from the MMI/African+Eastern licensing system. You do not need a personal alcohol license to use your 4-litre airport allowance.
