Dubai uses the term "People of Determination" (PoD) — the official UAE terminology for people with disabilities, reflecting an emphasis on capability and ambition. The UAE has invested heavily in accessibility infrastructure since the mid-2010s. Today, Dubai ranks among the most accessible major cities globally — fully accessible Metro, dedicated Special Needs Taxi fleet, accessibility built into all new developments, and the Sanad Card programme providing substantial benefits to registered residents. This guide walks through Dubai accessibility for residents, tourists, and families with disabilities.

All figures and rules are current to April 2026. Sanad Card benefits and government services may update; verify current entitlements via the Sanad Plus app or Ministry of Community Development.

The 30-second answer

  • Sanad Card: Free for Emiratis, AED 100 for residents — unlocks discounts on healthcare, transport, parking, attractions.

  • Schools: KHDA inclusion rating is critical when choosing schools for SEN children.

Healthcare for People of Determination

All major Dubai hospitals are fully accessible — ramped entries, accessible bathrooms, hearing-loop systems, wheelchair-friendly examination rooms, sign-language interpreters available on request. Specialist services include:

  • Rashid Centre for People of Determination: DHA-affiliated specialist centre for assessment, therapy, education, and family support. Located Garhoud, Dubai.
  • Dubai Autism Center: assessment, diagnosis, therapy + family support for autism spectrum. Multiple Dubai locations.
  • Al Noor Training Centre: long-running specialist centre for moderate-to-severe learning needs.
  • American Center for Psychiatry & Neurology: US-affiliated; broad PoD services.
  • Camali Clinic: child psychiatry + paediatric psychology + learning difficulties.
  • Hopper Education: dyslexia, ADHD focus.
  • Mawaheb from Beautiful People: creative arts programme for adults with intellectual disabilities.
  • Sage Clinics: psychometric assessment + autism evaluation.

Major hospitals (American Hospital Dubai, Mediclinic City, Mediclinic Parkview, KCH London Dubai, Saudi German Hospital, Latifa Hospital, Rashid Hospital) all have paediatric + adult specialty departments equipped for PoD care. Insurance plans typically cover assistive devices, physiotherapy, occupational therapy on comprehensive tiers; less consistently on basic plans.

Schools and inclusive education

KHDA mandates inclusive education across all Dubai schools and inspects "inclusion" as a separate dimension. Some schools have Outstanding overall but only Acceptable on inclusion (not the right fit for significant SEN); some are Very Good overall but Outstanding on inclusion (better SEN fit despite lower headline).

School selection priorities for SEN

  • Check the inclusion rating before the headline rating
  • Visit and meet the SEN coordinator (most schools have one)
  • Discuss your child's specific needs honestly
  • Ask about staff-to-student ratios in inclusion units
  • Verify medical / therapy professionals on staff (OT, ST, psychologist)
  • Confirm accessibility infrastructure (lifts, accessible bathrooms, sensory rooms)
  • Ask about peer-acceptance and friendship-building programmes

Top schools for SEN inclusion

Mainstream schools with strong inclusion ratings: Repton, JESS, Dubai College, Hartland International, Wellington Academy Al Khail, GEMS World Academy, Dwight School Dubai. Most Outstanding-rated mainstream schools have dedicated learning-support departments.

Specialist providers: Al Noor Training Centre (moderate-to-severe needs), Hopper Education (dyslexia, ADHD), Dubai Autism Center.

See our schools guide for the full curriculum + inclusion framework. Families with children in Dubai can also find broader guidance in our family and kids section covering nurseries, activities, and essential family services across the city.

Employment for People of Determination

UAE has progressive employment policies for People of Determination. Federal Decree Law on the Rights of People of Determination (2006, updated 2020) protects against discrimination in employment. Many large Dubai employers actively recruit:

  • Dubai Holding Group
  • Emirates Group (airline + ground handling)
  • Etihad Airways
  • Government departments (Dubai Municipality, DHA, RTA, KHDA)
  • Financial services (Dubai Islamic Bank, Emirates NBD, FAB)
  • Hospitality (Marriott Group, Atlantis, Jumeirah Group)
  • Tech (Microsoft Gulf, IBM, regional Web3 firms)
  • Retail and consumer (Majid Al Futtaim, Al Futtaim, Landmark Group)

Sanad Plus offers PoD-targeted job-matching services. The Ministry of Community Development partners with employers on inclusion programmes. Many large employers have dedicated PoD recruitment streams + accessibility infrastructure.
