What Is the UAE Unemployment Insurance Scheme?

The Involuntary Loss of Employment (ILOE) scheme is the UAE's mandatory unemployment insurance programme. Launched in January 2023 and made compulsory for all eligible private sector employees from October 2023, it provides a financial safety net if you are involuntarily terminated — i.e., made redundant or dismissed by your employer (not if you resign).

The scheme is managed by the Ministry of Human Resources and Emiratisation (MOHRE) and is underwritten by a consortium of UAE insurance companies. It is NOT the same as DEWS (Dubai Employee Workplace Savings), which is a separate end-of-service savings scheme for certain freezone employees.

MOHRE App

du / Etisalat (e&) SMS

Text 'ILOE' to 2121 (du) or 1012 (e&). You'll receive a payment link. Monthly premium deducted from your phone bill or pre-paid balance. The easiest method if you already have a UAE SIM.

Exchange Houses

Visit any UAE exchange house (Al Ansari Exchange, Al Rostamani, etc.) and enroll over the counter. Pay cash or card. Staff will assist with the process. Good if you prefer in-person help.

Bank Channels

Many UAE banks (ENBD, ADCB, FAB, etc.) offer ILOE enrollment via internet banking or at branches. The premium can be set up as a standing order from your account.

After Enrollment

You will receive a confirmation SMS and/or email with your ILOE policy number. Keep this number — you will need it if you ever file a claim. Your 12-month contribution clock starts from your first payment.

When Can You Claim?

All four conditions below must be met to file a successful claim:

12+ Months of Contributions

You must have paid premiums for at least 12 consecutive months before the termination date. Contributions from different employers can count — as long as there were no significant gaps.

Involuntary Termination Only

You must have been dismissed by your employer — redundancy, company closure, restructuring, or any reason that isn't your fault. Resignation (including 'mutual agreement' or 'agreed departure') does not qualify.

Not Terminated for Misconduct

Dismissal for gross misconduct, fraud, violence, breach of contract, or other disciplinary reasons disqualifies you. The MOHRE termination record must show a legitimate dismissal code.

File Within 30 Days of Termination

The claim must be filed within 30 days of your termination date. Missing this window means forfeiting your right to claim for that termination event.

Verify You Are Eligible to Claim

Before filing, confirm you meet all conditions: you have paid premiums for at least 12 consecutive months, you were terminated by your employer (not resigned or terminated for misconduct/fraud), and you are filing within 30 days of termination. If you resigned, you cannot claim.

Access the MOHRE Portal or App

Go to mohre.gov.ae or open the MOHRE app. Navigate to 'Unemployment Insurance Claims'. Log in with your UAE Pass or Emirates ID number. The system will verify your contribution history automatically.

Submit Your Termination Details

Enter your employment end date, employer details, and the reason for termination as recorded on MOHRE's system. Your employer will have filed a termination notice — this must show involuntary dismissal (not resignation or misconduct).

Upload Supporting Documents

Required documents: Emirates ID, copy of terminated UAE residence visa (or cancellation notice), bank account details for payment (IBAN of a UAE bank account in your name). Some cases may require your employment contract.

Receive Benefit Payments

If approved, payments begin within 2 weeks. You receive 60% of your last basic salary for up to 3 months. Payments are made monthly to your UAE bank account. The system sends SMS confirmations for each payment.

What Happens If You Don't Enroll?

Immediate Fine

AED 400 fine for non-enrollment. MOHRE has been issuing fines since early 2024. The fine is applied per employee and payable by the employee (not the employer).

Visa Renewal Blocked

MOHRE has linked ILOE enrollment to visa renewal in the UAE. Non-enrolled employees may find their residence visa renewal blocked until they enroll and pay any outstanding fines.

No Safety Net

If you are made redundant without coverage, you receive nothing from ILOE. End-of-service gratuity is separate and paid by your employer — ILOE is the only bridge income while you job-search.

Employer Consequences

Employers who fail to inform or facilitate employee enrollment may also face MOHRE penalties. Most HR departments now include ILOE enrollment as part of the onboarding process.

What is the difference between ILOE and DEWS?

Yes — redundancy counts as involuntary termination. As long as your employer files the termination as a layoff (not misconduct or resignation), and you have 12+ months of contributions, you can claim.

I forgot to enroll — what should I do?

Enroll immediately via the MOHRE app, du/Etisalat SMS, or an exchange house. The AED 400 fine applies to non-enrollment, and MOHRE has been actively sending out fine notices. Enrolling now is far cheaper than continuing to not enroll.

Does the benefit affect my gratuity?

No — the ILOE benefit is paid by the insurance scheme, not by your employer. Your end-of-service gratuity entitlement is calculated separately and is not reduced by ILOE benefit payments.
